The Canada-ASEAN Scholarships and Educational Exchanges for Development (SEED) program was introduced by the Canadian government on August 6, 2017. It aims to enable students from ASEAN member states to undertake research or short-term study in Canadian post-secondary institutions in fields that support the 2030 Agenda for Sustainable Development.

Funds from Canada-ASEAN Scholarships and Educational Exchanges for Development may be used by chosen students for:
- fees for a study visa or work permit
- travel by the most affordable and direct path to health insurance
- living expenses, such as rent, utilities, and groceries
- ground transportation, including a public transportation pass
- books and other resources required for their research or studies, aside from computers and other devices
Eligibility Criteria
The following candidates are eligible for Canada-ASEAN Scholarships and Educational Exchanges for Development:
- Citizen of an eligible ASEAN member state (List given below)
- a full-time student in a post-secondary educational program in an ASEAN member state
- covering the cost of tuition to that university both when you apply and throughout the whole exchange program.
Ineligibility
- You possess Canadian citizenship or permanent residency, or you are in the process of applying for it.
- You are currently a part of a government of Canada-funded scholarship program.
- you are already registered in a Canadian post-secondary institution’s degree, diploma, or certificate program.
- Under the Canada-ASEAN Scholarships and Educational Exchanges for Development Program, you have already been awarded a scholarship.
Eligible Canadian Institutes
In order to host students, Canadian post-secondary institutions need to:
- Have the status of a Designated Learning Institution (DLI).
- Have a current student exchange agreement with their home institution, which waives tuition for scholarship holders (only applicable to college and undergraduate studies).
Eligible Countries
The candidates from the ASEAN member states are eligible for Canada-ASEAN Scholarships and Educational Exchanges for Development:
- Brunei Darussalam, Cambodia, Indonesia, Laos, Malaysia, Myanmar, The Philippines, Singapore, Thailand, or Vietnam
Documents/Material Required to Apply
Institutions have to make sure that the documents follow the guidelines and are correct and thorough. After the deadline, revised documents will not be considered. Translations of documents written in languages other than English or French are required.
- Evidence of nationality
- a copy of the applicant’s passport or national identity card that has a picture and current dates on it.
- The citizenship proof that is chosen must come from the same nation or region as the citizenship that is chosen on the online application.
- Taiwanese students also need to present documentation of their household registration.
- Signed copy of the privacy notice
- a copy of the candidate-signed and most recent six-month-dated Privacy Notice Statement for non-Canadian participants
- Candidate’s letter of intent, no more than one page
- describes the type of studies or research that will be done.
- explains why they chose to study in Canada, the reasoning behind their choice of school, program, and supervisor, as well as how the suggested course of study or research will impact their future career.
- A letter from the home institution confirming full-time enrollment
- on official letterhead
- dates within the last half-year
- verifies that the applicant is enrolled full-time in the program at this time.
- Transcript copies, student ID cards, or acceptance letters are not accepted.
- A one-page letter of support from the home institution
- on formal letterhead
- dates within the last half-year
- from the international director, professor, or teacher of the candidate
- describes the type of research or study that will be done in Canada and how the scholarship program will help the candidate’s home institution.
- Invitation letter from the Canadian supervisor (limited to graduate students; no more than one page)
- on formal letterhead
- dates within the last half-year
- signed by the supervisor from Canada
- explains the type and extent of the research partnership with the student’s home university.
- demonstrates their readiness to assist and guide the applicant during the exchange period
- outlines how the exchange will benefit the Canadian institution, supervisor, and peers.
- Signed copy of the Memorandum of Understanding (MOU) or Agreement with the partner institution
- A ranking of applications based on the institution’s strategic priorities
Study in Canada Scholarships – Short-Term Exchange Program
Timeline for Canada-ASEAN Scholarships and Educational Exchanges for Development
Canadian educational institutions have until March 21, 2024, at 11:59 p.m. EDT, to submit online applications on behalf of students. Canadian universities will set an earlier deadline in order to facilitate prompt reception of supporting documentation from students and their home institutions. So contact or visit the website of a Canadian institute of your choice to find out its internal deadline.
For the fall semester, chosen students may arrive as early as August 1, 2024, and for the winter/spring semester, they must arrive no later than February 1, 2025. Should you not show up during this window, the scholarship could be revoked.
Application Procedure
Applications for the Canada-ASEAN Scholarships and Educational Exchanges for Development are now being accepted for the 2024–2025 academic year. Before the deadline, Canadian Institutions must submit applications on behalf of qualified students.
Students who wish to study in Canada under the terms of this scholarship should:
- Review the prerequisites in order to qualify.
- If your university has an exchange program with a post-secondary Canadian college or university, find out about it from your international office.
- To learn more about the application process and any requirements for admission to the Canadian university, get in contact with your international office.
Non-Canadian institutions that wish to send students there should do the following:
- Review the requirements for eligibility.
- Investigate exchange opportunities for students with Canadian colleges.
- Inform students about this scholarship.
- Ascertain which students meet the requirements for the Canadian partner university’s entrance and eligibility.
Guidelines for Canadian institutions submitting applications on behalf of qualified students
- A program coordinator should be tasked with finishing applications.
- To apply for the scholarship on behalf of students, log in or create a Momentum Account.
- After logging in, choose the Canada-ASEAN Scholarships and Educational Exchanges for Development (SEED) program and press the “Apply Now” button.
- Compile information in the required fields and adhere to each item’s directions.
- Upload any necessary supplementary files. Every file must be in one of the following formats: .pdf,.jpg, .doc, .docx, .txt, or.gif, and must not exceed 5 MB.
- Check the information before submitting it.
- Press “SUBMIT.” A reference number and a confirmation message for applications submitted will be sent to you.
- Use the print feature on your browser to print the form for your records.
Note: You cannot apply for this scholarship directly. You may ask your home institute about the exchange program.
